indian parliament passing bills without debates

It is sad that something like 8 bills are passed in around 20 minutes (on 23/12/2008 ?) in the indian parliament without much of a debate.(and another 4 on the previous day ! ?)
The number of sittings per year of parliament also seems to be decreasing.
